Can you do the following
See if this is what it’s related too

# Click Start-> Settings-> Control Panel-> Administrative Tools->Services
# Scroll down and highlight "Messenger"
# Right-click the highlighted line and choose Properties.
# Click the STOP button.
# Select Disable Type scroll bar
# Click OK

See if you still get the popups

Ironic that you may need to delete the registry manually for a registry tool. Other than that, delete the tool from your start menu program file, as well as from your C: Programs folder itself.
