How do I stop the pop-ups for Repair Registry Pro?

I have already gone thru the steps to remove it as instructed online and it didn’t work..I understand that it is attached to Windows Messenger,which I don’t use.
I have never installed this service,so how do I uninstall it? It is just an advertisement to buy and has a pop-up that is driving me crazy.

    open up window explorer. go to doc & settings\administrator-your name\cookies and delete the cookie for that pop up.
    go to you browser tool bar and click on tools – internet options – go down to where you see delete cookies and click on that. also click on delete files. click on settings. click on view objects and look for anything that looks like it may relate to that pop up and delete it by right click and delete. repete with view files. restart your computer. type trendmicro into you search engine. go to trend micro and run house call (it is free). also go to majorgeeks.com. explore their site and you will find a lot of good advice and links to freeware that will help keep you computer running clean. if you have a problem that is not listed on the site you can open your own thread and get advice from experts.
